During slavery Blacks were prohibited by Law from learning how to read and write. After slavery was abolished in 1865 only an estimated 5 percent of the overall Black population could read.In 2011 according to a new report released by the Detroit Regional Workforce Fund about 47 percent of the Black adults in the city of Detroit are “functionally illiterate,” meaning they are struggling every day to read, speak and write.
